I have the honour to refer to your

secret telegram No. 263 of 22nd December, 1938,

on the subject of the export of munitions to

South China.

2.

In accordance with your instructions

I have decided that the most convenient ruling

will be to restrict such exports to Treaty Ports

only.

3.

I have so informed His Majesty's

Ambassadors at Shanghai and Tokyo, and the

Consul-General at Canton.
